Why a DeWitt address needs its purveyor confirmed first

DeWitt is the hardest town in this metro to generalize about. OCWA's own source table lists it as receiving Otisco Lake, Lake Ontario or Skaneateles Lake water, one of only two municipalities in the county given three sources, and the City of Syracuse separately reports supplying individual customers and portions of the town under wholesale and service agreements. So one street can be on a different lake and a different purveyor from the next, and the two purveyors do not draw the ownership line in the same words. OCWA owns the pipe to the shutoff at the property line, and everything from the outlet side of that valve inward is yours. The City of Syracuse Water Department states that it provides retail water service to the entire City of Syracuse and, through wholesale and other service agreements, also supplies water to individual customers and portions of the towns of DeWitt, Onondaga, Geddes, Camillus and Salina, and supplies source water to the villages of Skaneateles, Jordan and Elbridge. Because the north side of the city is connected to a system supplied by OCWA, that area may receive Lake Ontario water from time to time.

Onondaga County Water Authority states that ownership of a water service line is shared: OCWA owns the portion from the water main to the shutoff valve at the property line, and the customer is responsible for the portion from the outlet side of that shutoff valve to the water meter or main shutoff valve inside the home, plus all internal plumbing and fixtures.
