Local Context

Whose water is it, before whose problem is it

A wet patch in a DeWitt front lawn is a different problem depending on who supplies the street. The City of Syracuse runs an emergency line answered around the clock on 315-448-8360 and OCWA answers after hours on 315-475-7601, and establishing which of them owns the pipe under the wet ground costs nothing. Since the City supplies portions of this town under wholesale agreements while OCWA serves much of the rest, the bill decides which number to call and which side of the boundary the fault sits on.

What leak detection involves

Phones answered 24/7A person on the line when the water has stopped, and no rush to put anything in a diary.
Licensed, insured contractorsCarried by the contractor who does the work, never by us. Onondaga County publishes a master list of who is licensed and Plumbing Control answers verification on one number, so it takes a minute to check.
We do not price the workEvery number on your job comes from the contractor. Nothing on this site is a quote, and nobody on our side earns more if yours is high.
Deciding

Narrowing it down before anyone charges for a search

Close every fixture, read the meter, wait and read it again. Movement proves water is escaping downstream of the meter and inside your responsibility; no movement sends the search back to the street or to condensation. Then dye test the toilets, because a flapper that has stopped sealing is the commonest explanation for a bill that jumped with nothing visible. Where the wet ground is on the street side of the boundary valve, the pipe is the purveyor's and so is the repair, which is precisely why the ownership question comes first here.

  1. The boundary is described differently by each purveyor

OCWA's line is the shutoff valve at the property line, and everything inward, internal plumbing and fixtures included, is yours. A city supplied address follows the city's own rule instead. Knowing which one governs your street is what makes a call to the right office productive rather than a week of being redirected.

  2. A July basement drip is usually condensation

The mean July dew point here is 61.1 degrees and the water arriving from any of the lakes serving this town runs well below that, so cold pipe sweats in ordinary summer air. Damp that appears in July and stops in October is the season.

  3. Outside repairs cannot be buried before inspection

The county allows emergency work with the permit obtained on the first business day after, but states that nothing may be covered, backfilled or concealed before Plumbing Control has inspected it. That applies to a leak repair in the yard as much as to a planned replacement.

Local Detail

Two emergency numbers, and which one covers your street

OCWA's 2024 water source table lists the town of DeWitt as receiving water from Otisco Lake, Lake Ontario or Skaneateles Lake, one of only two municipalities in Onondaga County given three sources, the other being the town of Geddes. The City of Syracuse separately reports supplying water to portions of the town of DeWitt under wholesale and service agreements.

The City of Syracuse Water Department states that it provides retail water service to the entire City of Syracuse and, through wholesale and other service agreements, also supplies water to individual customers and portions of the towns of DeWitt, Onondaga, Geddes, Camillus and Salina, and supplies source water to the villages of Skaneateles, Jordan and Elbridge. Because the north side of the city is connected to a system supplied by OCWA, that area may receive Lake Ontario water from time to time.

The City of Syracuse Department of Water publishes an emergency line answered around the clock on 315-448-8360, alongside its main office number 315-448-8340, from 101 North Beech Street, Syracuse. OCWA publishes customer service on 315-455-7061 with an after hours and weekend emergency answering service on 315-475-7601.

Onondaga County Water Authority states that ownership of a water service line is shared: OCWA owns the portion from the water main to the shutoff valve at the property line, and the customer is responsible for the portion from the outlet side of that shutoff valve to the water meter or main shutoff valve inside the home, plus all internal plumbing and fixtures.

OCWA's published method for finding a toilet leak is to lift the tank lid, place a few drops of food coloring into the tank water, wait about 45 minutes, and check the bowl: if the coloring shows up in the bowl the toilet is emptying and refilling itself and the flapper may need replacing. OCWA also lists waste of water through imperfect facilities, including a customer's failure to fix leaking pipes, as grounds on which it may discontinue service.

The NOAA 1991 to 2020 hourly climate normals for Syracuse Hancock International Airport give a mean July dew point of 61.1 degrees Fahrenheit, with the 90th percentile hourly dew point averaging 69.1 degrees in July and reaching 71.1 degrees. August averages 60.2 degrees. Syracuse's water is drawn from Skaneateles Lake, and OCWA's from Otisco Lake and Lake Ontario, all of which run well below those temperatures in summer.

Onondaga County Plumbing Control states that plumbing permits must be obtained prior to any work except in an emergency, that in an emergency a permit must be obtained on the first business day following it, and that work cannot be covered, backfilled or concealed before an inspection is done by Plumbing Control. The county Requirements for Implementation, section 3.1.B, states the same rule for emergency repairs of sewers and water services.

Questions

Leak questions from DeWitt homeowners

There is water surfacing in my front lawn. Who do I call?

Whichever purveyor bills you, and call before you call a contractor. The City of Syracuse Department of Water publishes an emergency line answered around the clock on 315-448-8360, and OCWA publishes customer service on 315-455-7061 with an after hours emergency service on 315-475-7601. In DeWitt both are relevant, because the City supplies portions of the town under wholesale and service agreements while OCWA serves much of the rest. Establishing whose pipe is leaking costs nothing and it decides whether this is your bill at all.

My bill jumped but I cannot find anything wet. What do I check?

The meter first, then the toilets. Close every fixture, read the meter, wait a quarter of an hour and read it again, because movement with everything off proves water is escaping between the meter and a tap. Then lift each toilet tank lid, add a few drops of food coloring, wait about 45 minutes and look in the bowl. Color in the bowl means the toilet is emptying and refilling itself continuously, and a flapper is a small part. Those two checks explain the majority of unexplained bills and neither needs anybody to visit.

A bill that jumped, a soft patch in the lawn, or damp with no source. No obligation either way.
