These split by which pipe has failed, because the fix, the permit and the price are nothing alike. The line under the front lawn, from the curb stop to your basement, is one job, and it is a contractor's by law: Onondaga County prohibits a homeowner from doing any plumbing work outside the house, naming water services. The supply piping inside the walls is a second, and brown water with weak pressure at every tap is usually its signature rather than a water quality problem. The water heater is a third, and in this county even a straight swap is permitted work with a photo checklist attached, which almost no quote mentions. A hidden leak or a line that split in a cold snap is a fourth. A dripping faucet or a running toilet is a fifth, and a same for same fixture swap is the one case the county says needs no permit at all. Each card opens with the symptom, because the symptom is what you actually have.

Water Service Line Repair and Replacement
The water service line is the single pipe that brings drinking water from the street into your basement, and this is work on the part of it you own. The City of Syracuse divides every service into three parts and names an owner for each: the main out to the curb box is the City's, the curb box to the meter is the homeowner's, and the meter itself belongs to the City. Outside the city line OCWA draws the same boundary in a different place, owning the pipe to the shutoff valve at the property line and leaving everything from the outlet side of that valve inward to the customer. So the pipe under your front lawn is almost certainly yours, whatever the water bill implies. Replacing it means an excavation to at least 54 inches, a county permit, and an inspection before the trench closes, and in this county a homeowner is not permitted to do it themselves.

Repiping is replacing the hot and cold supply piping inside the foundation wall, from the shutoff where the service enters to the stop under each fixture. Galvanized steel is the reason most of it happens here. It rusts from the inside, the bore closes up over decades, and the symptoms arrive slowly enough that people redecorate around them: pressure that faded, rusty water first thing in the morning, one upstairs fixture that trickles. Copper installed before 1986 is a different question, because the pipe may be sound while the solder at the joints is not. This is also the side of the wall where the law relaxes. Onondaga County lets an owner occupied single family homeowner take out a permit and do interior plumbing work themselves, subject to conditions, which is the opposite of the rule that applies to the pipe in the front yard.

Water heater work is the highest volume job in this trade and, in Onondaga County, it is a permitted one. Plumbing Control requires a permit before a new water heater is installed, and the application carries a residential checklist that has to be completed and submitted with it. The checklist is unusually specific and it is public, so you can hold your own installation against it afterward: a full port valve on the cold inlet, a temperature and pressure relief valve with the discharge tube piped to within 6 inches of the floor, not reduced in size and with no exposed threaded end, a drain valve, metal hot and cold connections, the thermostat set to 120 degrees, and a thermal expansion tank wherever a pressure reducing valve is present on the service. That last item is the one quotes leave out. The other half of the story is the water: moderately hard across this metro, which is what scales an element and shortens a tank's life.

This is the work of finding water that is going somewhere it should not, and stopping it. Three situations bring people to it: a bill that jumped with nothing visible, damp with no obvious source, and a pipe that split in a cold snap. The last one is the local specialty. Half the city's water main breaks fall in four winter months, which is the same ground movement that finds a shallow service line, and the county has written down that insulating a shallow pipe does not prevent it freezing here, because a line carrying little flow generates no heat of its own. Inside the house the state code is equally specific about where supply pipe should not run: outside walls, attics, crawl spaces, anywhere subject to freezing, unless it is protected. A leak has a cause, and the cause is usually a place rather than a piece of pipe.

This is the small work, and it is the one category Onondaga County exempts from a permit. Plumbing Control states that the only instance where a plumbing permit is not required is where a fixture such as a faucet or shower head is replaced with one of the same flow rating, and lists the repair or replacement of a faucet, flush valve, supply tube, individual fixture stop, toilet fill valve or flushing mechanism, in kind to what you already have, as work that needs no permit. Anything that moves, adds or changes pipe does need one. That single sentence is the most useful thing a homeowner can know about this trade here, because it tells you what a quote should not be charging a permit fee for, and it tells you where the line sits between a job you can take on and one you should not.
