Galvanized Supply Pipe and Brown Water in Older Houses
Flush before you diagnose: OCWA's published procedure is to run one cold faucet for 10 to 15 minutes with the aerator removed until it clears, and specifically not to run the hot first, which pulls discolored water into the tank. If it clears and stays clear, that was the street. If cold water throughout the house keeps running rusty, and the pressure reads fine while the flow at the far fixtures is poor, that pairing is the signature of galvanized steel supply pipe that has rusted closed from the inside.

The 15 minute flush that decides which problem you have
OCWA advises customers with dirty, discolored or rusty water to run one cold water faucet for 10 to 15 minutes until it clears, to remove the screen, filter or aerator from the faucet being flushed or to use a cold bathtub tap instead, and explicitly not to run the hot water first, so that discolored water is kept out of the hot water tank. After a main break or maintenance work the advice lengthens to 15 to 30 minutes on a cold tap. Give it the full run before concluding anything, because the timing of discolored water tells you most of what you need: a whole street going brown at once, particularly in winter, is disturbed sediment in the distribution system rather than anything in your house. The city's own break record makes that a reasonable first suspicion, with 424 breaks logged in January and 420 in February across the 2004 to 2019 data set against 167 in September. Brown water that returns every morning, on the cold side, at fixtures all over the house, and that clears after a minute of running, is a different animal. That is rust coming off the inside of your own pipe.
Two symptoms that are never the supply piping
Before spending anything on pipe, rule out two things with different causes. Rusty water on the hot side only, with the cold running clear, points at the water heater rather than the plumbing, and it is worth remembering that running the hot tap first during a street event is what puts sediment in the tank in the first place. White particles that look like powdered soap are not rust and not scale: OCWA attributes them to the plastic filler tube inside certain water heaters breaking down into granules, says it is most likely in heaters manufactured between 1993 and 1996, and reports that manufacturers consider the problem solved, with affordable and easy to install replacements available. A house whose aerators and shower heads keep clogging with white granules has a part to change, not a system to replace. Both of these matter commercially as well as practically, because a quote for repiping written without asking whether the discoloration is on the hot or the cold side was written without looking.
Why the houses here have galvanized pipe in the first place
Galvanized steel was the ordinary supply material in the era most of this housing stock was built in, and it fails by closing up: the zinc coating goes, the steel underneath rusts, the bore narrows over decades and the water arrives rusty and slow. American Community Survey 2020 to 2024 estimates put the median year of construction in the City of Syracuse at 1948, with 29,152 of 67,601 units, 43.1 percent, built in 1939 or earlier and 85.5 percent before 1980. A median of 1948 means the typical city house predates copper as a default and predates the 1986 lead solder threshold by four decades. Several villages are older again. East Syracuse, Liverpool and Skaneateles villages all sit at a 1938 median, with 54.0 percent of East Syracuse units and 50.2 percent of Liverpool units built in 1939 or earlier. Solvay's median is 1947 and 91.4 percent of its housing predates 1980, the highest pre 1980 share of the sixteen towns in this metro. Salina's median is 1960, with Mattydale at 1953, Lyncourt at 1954 and Galeville at 1956. Age is not proof of galvanized pipe, but it tells you which houses are worth looking at first.
A public record that tells you something about the inside of your house
Galvanized requiring replacement is a specific classification in the state service line inventory: the pipe was once downstream of lead and now has to go. Because the pipe at the curb and the pipe on the basement wall usually went in together, that classification is a useful clue about interior piping, and it is published by address and locality. The Village of Liverpool has the highest rate in the metro, 196 of 1,193 records, or 16.4 percent, with the public half already copper in 108 of them. The town of Salina has the largest count in the county outside the city, 905 galvanized records out of 12,048. The Village of Camillus runs at 16.3 percent, 79 of 485 records, while the surrounding town sits at roughly 1 percent, which is a sharp village and town split in a single municipality. North Syracuse is recorded under two localities because it straddles a town line, and across both, 404 of 2,538 records, about 16 percent, are galvanized requiring replacement. Fayetteville has 71 galvanized among 1,865 records. Where the record for your address is unknown, and in the Village of Marcellus 570 of 657 records, 86.8 percent, are exactly that, the answer is a photograph or a short visit rather than a guess.
Pressure is not flow, and the gap between them is the diagnosis
Pressure is what the street pushes at your house. Flow is what your pipe will actually pass. Galvanized corrosion keeps the first and destroys the second, which is why a house can show healthy static pressure at a hose bib and still trickle at an upstairs shower: the longest run with the most fittings is where a narrowed bore shows up first. High pressure is its own problem and has its own rule here, since section 5.4.H of the county requirements states that where line pressure on service pipes exceeds 80 pounds per square inch in OCWA territory an approved pressure reducing valve must be installed on the inlet side of the meter. Check the cheap causes before the expensive one. An aerator full of sediment mimics a failing pipe at one fixture, and the City of Syracuse recommends removing and cleaning faucet screens regularly in any case, because sediment and lead particles collect there. County Plumbing Control treats the repair or replacement of a faucet, flush valve, supply tube, individual fixture stop, toilet fill valve or flushing mechanism in kind as work needing no permit at all, so that end of the investigation is yours to do this evening.
Where repiping is not the answer at all
In parts of this metro the evidence argues against it, and saying so is more useful than a quote. The town of Clay has no confirmed lead service line in the state inventory at all, 8,482 non lead records against 593 galvanized, a median year of construction of 1978 across the largest housing stock in the county, and a Radisson community median of 1990. Cicero has three confirmed lead lines among 12,404 records and a 1980 median, meaning just over half its housing was built in 1980 or later. Jamesville has no confirmed lead and no galvanized requiring replacement among 1,602 records, and every identified line there is non lead. Skaneateles has the most complete inventory in the metro at 94 percent identified, zero lead and 14 galvanized. In housing of that age a water complaint is far more likely to be a fixture, a valve, a pressure reducing valve or the water heater than the original supply piping. And a house already piped in copper rarely needs repiping either, though if it was piped before 1986 it may carry lead solder at the joints, which EPA's lead free threshold of a weighted average of 0.25 percent across wetted surfaces, and 0.2 percent for solder and flux, does not make zero. The useful next step there is a water test, not opening walls.
What replacing it actually involves inside the wall
Repiping is the one major plumbing job in this county a homeowner is allowed to do, because it happens inside the foundation wall. The homeowner permit conditions require applying in person, proof that the property is an owner occupied single family dwelling, the New York State Workers Compensation Board WC/DB-100 affidavit, plans showing the lines piped and sized to code, readiness to answer questions on materials, fittings, faucets, solder and inspection procedures, and the current fees, and only the individual homeowner may install the permitted work. Whoever does it, three rules shape the job. Any piping to be concealed has to be inspected before it is covered, so the drywall crew comes after the inspector and not before. All newly installed potable lines, and parts of an existing system that have been altered, extended or repaired, must be disinfected before use under section 5.5.B. And sealing or patching the openings left in walls, floors and ceilings falls on the license holder who made them unless there is a contractual arrangement that the owner will do that work before final inspection, which is a thing to settle before the first hole rather than at the final bill. The four months from December through March account for 1,430 breaks, roughly 47 percent of the total, in a third of the year.

Under Village of N Syracuse Clay there are 1,398 records with 235 galvanized requiring replacement, 3 lead, 653 non lead and 507 unknown; under Village of N Syracuse Cicero there are 1,140 records with 169 galvanized requiring replacement, 2 lead, 512 non lead and 457 unknown. Across both, 404 of 2,538 records, about 16 percent, are galvanized requiring replacement, and in 379 of those the utility side is already copper.

Section 5.4.H of the Onondaga County Requirements for Implementation states that where line pressure on service pipes exceeds 80 pounds per square inch gauge pressure in OCWA territory, an approved pressure reducing valve must be installed on the inlet side of the water meter. Section 5.4.G requires a valve on both sides of any water meter and requires meters to be located near the point of entry of the water service, along an exterior wall, and conveniently accessible for reading.

The City of Syracuse Water Department's public notice on lead tells residents to use cold water only for drinking, cooking and making baby formula because lead dissolves more easily into hot water, that boiling water does not remove lead, to flush the pipes before drinking by running a tap or doing laundry or dishes, to regularly remove and clean the faucet screen or aerator where sediment and lead particles collect, and to use a filter independently tested and listed for lead removal and never run hot water through it. The notice also states that homes built before 1986 are more likely to have plumbing containing lead.

Onondaga County Plumbing Control states that the only instance where a plumbing permit is not required is where a fixture such as a faucet or shower head is replaced with one that has the same flow rating as the original, and lists the repair or replacement of a faucet, flush valve, supply tube, individual fixture stop, toilet fill valve or flushing mechanism that is in kind to what you currently have as not requiring a permit.

EPA states that the Safe Drinking Water Act reduced the maximum allowable lead content that may be called lead free to a weighted average of 0.25 percent across the wetted surfaces of pipes, pipe fittings, plumbing fittings and fixtures, and 0.2 percent for solder and flux, and that lead pipes are more likely to be found in older cities and in homes built before 1986. Among homes without a lead service line, EPA says the most common problem is brass or chrome plated brass faucets and plumbing with lead solder.

To obtain a homeowner plumbing permit in Onondaga County the applicant must apply in person, complete and sign a Homeowner Plumbing Permit Request form, furnish proof of ownership and that the home is an owner occupied single family dwelling, submit the New York State Workers Compensation Board form WC/DB-100 affidavit, submit plans showing all drainage and vent lines piped and sized to code, be prepared to answer questions on piping materials, fittings, tub and shower faucets, solder and inspection procedures, and pay the current permit and plan review fees. Any piping to be concealed must be inspected before covering, and a final inspection follows completion.

The Onondaga County Homeowner Plumbing Permit conditions state plainly that homeowners are prohibited from doing any type of plumbing work outside the house, giving water services and building sewers as the examples, and that only the individual homeowner may install the permitted work, so the homeowner is expected to demonstrate the knowledge necessary to undertake the installation. The county's forms page describes the same permit as covering additions or alterations by an owner occupant to the plumbing inside their single family home.

Section 5.5.B of the Onondaga County Requirements for Implementation states that all newly installed lines carrying potable water, and parts of existing systems that have been altered, extended or repaired, shall be disinfected before use. Section 5.5.H requires that where a water service is removed or relocated, the former pipe or sleeve is capped at the inside and outside walls and any openings grouted full, and 5.5.I requires a discontinued service to be exposed at the curb stop, disconnected, capped at the valve outlet and inspected by the water purveyor.

Section 2.8 of the county Requirements for Implementation makes the license holder responsible for sealing or patching any openings in walls, floors or ceilings resulting from an installation made by themselves or their employees, and exempts them from that responsibility only where a contractual arrangement exists under which the owner agrees to undertake the sealing and patching and provides that work before final inspection.
