The two purveyors here do not describe the ownership boundary in the same words, and that is not a technicality. OCWA owns the pipe from the main to the shutoff valve at the property line, and everything from the outlet side of that valve inward, internal plumbing and fixtures included, is the customer's. A city supplied address follows the city's own rule instead. Reading the name at the top of the bill is what tells you which boundary applies before anyone quotes an excavation, and it costs nothing.

The City of Syracuse separately reports supplying water to portions of the town of DeWitt under wholesale and service agreements.

American Community Survey 2020 to 2024 five year estimates give the town of DeWitt a median year of construction of 1963 across 10,996 housing units, with 2,054, or 18.7 percent, built in 1939 or earlier, 24.5 percent before 1950, and 8,336, or 75.8 percent, before 1980. The City of Syracuse Water Department states that it provides retail water service to the entire City of Syracuse and, through wholesale and other service agreements, also supplies water to individual customers and portions of the towns of DeWitt, Onondaga, Geddes, Camillus and Salina, and supplies source water to the villages of Skaneateles, Jordan and Elbridge. Because the north side of the city is connected to a system supplied by OCWA, that area may receive Lake Ontario water from time to time.

Onondaga County Water Authority states that ownership of a water service line is shared: OCWA owns the portion from the water main to the shutoff valve at the property line, and the customer is responsible for the portion from the outlet side of that shutoff valve to the water meter or main shutoff valve inside the home, plus all internal plumbing and fixtures.

Onondaga County Plumbing Control states that plumbing permits must be obtained prior to any work except in an emergency, that in an emergency a permit must be obtained on the first business day following it, and that work cannot be covered, backfilled or concealed before an inspection is done by Plumbing Control. The county Requirements for Implementation, section 3.1.B, states the same rule for emergency repairs of sewers and water services.
