One county permit, two municipal codes offices
A water heater replacement is permitted work in Onondaga County, and in North Syracuse there is a second question underneath it. Plumbing Control issues the plumbing permit for the whole county, but the county states plainly that its permits are subject to the requirements of the municipality where the installation is made. Because this village straddles the Clay and Cicero town line, the building side of a job answers to the codes office for your half of it. Two offices, not one, and asking the wrong one is how a week disappears.

The county's residential water heater checklist is public, revised June 2026, and is completed and submitted with the permit application, which means you can audit your own installation afterward. It asks for a full port valve on the cold inlet, a temperature and pressure relief valve with the discharge piped to within 6 inches of the floor and not reduced in size, a drain valve, metal hot and cold connections, a thermostat set at 120 degrees, and a thermal expansion tank wherever a pressure reducing valve is present. That last item is the one quotes leave out.

The plumbing permit is county issued in both halves of the village, but the county's own requirements state that permits are subject to the municipality where the work is done. Establishing that at the start costs a phone call and saves a rebooking.
Nobody may obtain the permit on your behalf
Only a holder of a county Certificate of Competency may take out a contractor plumbing permit, and obtaining one on behalf of another party is an offense carrying up to 500 dollars or 100 days per violation. So the licensed contractor doing the work is the one who applies for it.

Onondaga County Plumbing Control states that a plumbing permit is required prior to the installation of a new water heater, noting that improper installation through incorrect connections, venting or clearance could result in electrical shock or fire and that a small error installing a gas water heater could cause a poisonous leak or explosion. The Onondaga County Residential Water Heater Permit Checklist, revised June 2026, must be completed and submitted with the water heater permit application. It requires a full port valve on the cold water inlet, a temperature and pressure relief valve with the discharge tube piped to within 6 inches of the floor and not reduced in size and with no exposed threaded end, a drain valve on the tank, metal hot and cold lines at least 18 inches long on a gas fired tank, the flue or exhaust fitted and supported with three sheet metal screws and sealed, the temperature set to 120 degrees Fahrenheit, and a drain pan where applicable. Photographs of each item are required, including one showing a placard with the date, the plumber's name, the homeowner and the job address.

Onondaga County Local Law No. 9 of 1988, as amended by Local Law No. 6 of 2004, provides that only persons holding a Certificate of Competency from the Onondaga County Examining Board for Plumbers as Master Plumbers, Plumbing Contractors Class B or Plumbing Contractors Class C, and duly licensed as such by the county Department of Water Environment Protection, may obtain permits for installing plumbing in the County of Onondaga, and that any person who obtains a permit for any other individual, partnership or corporation violates the local law.

Onondaga County Local Law No. 9 of 1988 provides that a person or firm violating the local law or any rule under it is guilty of an offense and on conviction is liable to a penalty or fine of not more than 500 dollars or imprisonment for not more than 100 days or both, for each and every offense, that a civil penalty up to 500 dollars per violation may be recovered instead, and that any permit issued may be suspended or revoked. The Commissioner of Water Environment Protection holds hearings on 10 days notice, with the right to present evidence, cross examine witnesses and be represented by counsel.
