The city rules sitting behind a small plumbing job
Onondaga County Plumbing Control states that the only instance where a plumbing permit is not required is where a fixture such as a faucet or shower head is replaced with one that has the same flow rating as the original, and lists the repair or replacement of a faucet, flush valve, supply tube, individual fixture stop, toilet fill valve or flushing mechanism that is in kind to what you currently have as not requiring a permit.

The City of Syracuse Water Department states that since July 1, 2011 backflow preventers require review and approval by the Syracuse Water Department, which then forwards the submission to the Onondaga County Health Department, and that a cross connection control plan must be approved before the Water Department will accept a water service application or payment. The county Requirements for Implementation adds that OCWA forms may be used for submission in the City of Syracuse instead of city forms.

Of 67,601 housing units, 29,152, or 43.1 percent, were built in 1939 or earlier, 51.4 percent were built before 1950 and 57,777, or 85.5 percent, were built before 1980.

The City of Syracuse Water Department's public notice on lead tells residents to use cold water only for drinking, cooking and making baby formula because lead dissolves more easily into hot water, that boiling water does not remove lead, to flush the pipes before drinking by running a tap or doing laundry or dishes, to regularly remove and clean the faucet screen or aerator where sediment and lead particles collect, and to use a filter independently tested and listed for lead removal and never run hot water through it. The notice also states that homes built before 1986 are more likely to have plumbing containing lead.

Onondaga County Water Environment Protection states that plumbers working in Onondaga County must be licensed and registered with the WEP Plumbing Control Division, and that registered plumbers of all experience levels must have their registration card on them as a means of identification for plumbing inspectors, property owners and others while on the work site.

EPA states that the Safe Drinking Water Act reduced the maximum allowable lead content that may be called lead free to a weighted average of 0.25 percent across the wetted surfaces of pipes, pipe fittings, plumbing fittings and fixtures, and 0.2 percent for solder and flux, and that lead pipes are more likely to be found in older cities and in homes built before 1986. Among homes without a lead service line, EPA says the most common problem is brass or chrome plated brass faucets and plumbing with lead solder.

The one category of work the county charges no permit for

That is the most useful sentence a city homeowner can carry into a quote, because it tells you what a like for like faucet swap should not be charging a permit fee for, and it shows where the line sits between small work and an alteration.
What turns a fifteen minute job into a bigger one
The valve under the sink usually decides the price, not the fixture. A stop that still closes keeps the work small; a stop that has seized means isolating further back, and that is a scope change worth knowing about before the water is off. Two city specifics sit alongside it. The meter is City property and may only be removed by meter room personnel, so nothing in this work touches it. And in a city where the median home dates from 1948, the brass behind an old escutcheon predates the 1986 rules, under which lead free means a weighted average of 0.25 percent rather than none.
In kind or a change, and it is checkable
Same fixture, same flow rating, same place, no pipe moved is the county's no permit case. A different faucet spread, a relocated supply, an added fixture or a shower valve behind tile is an alteration, and then the permit comes first and only a Certificate of Competency holder may obtain it.

Should a faucet swap have a permit fee on the quote?
Not if it is genuinely like for like. Onondaga County names the repair or replacement of a faucet, flush valve, supply tube, individual fixture stop, toilet fill valve or flushing mechanism, in kind to what you already have, as the one case where no plumbing permit is required. A quote adding a permit line to that is adding a cost the county does not charge. Move or add pipe, or fit a fixture with a different flow rating, and the permit and the inspection are both back.
One tap in my 1940s city house has terrible flow and the rest are fine.
Start at the cheapest end. Unscrew the aerator and rinse the screen, which is also what the Water Department's lead notice asks residents to do regularly, then check the supply stop under the fixture, because a partly seized stop throttles one outlet and nothing else. If a whole floor is weak rather than one tap, the story moves upstream to the supply piping, and with a city median build year of 1948 that is a real possibility rather than a sales line.
