Onondaga County Water Authority states that ownership of a water service line is shared: OCWA owns the portion from the water main to the shutoff valve at the property line, and the customer is responsible for the portion from the outlet side of that shutoff valve to the water meter or main shutoff valve inside the home, plus all internal plumbing and fixtures.

Section 4.7 of OCWA's Customer Rules states that the Authority shall not be required to install any service connections between November 15 and April 15 except by special arrangement, in which case the customer pays the excess over normal costs.
